Tom Beard is renowned in the Washington, DC Metropolitan Area for his commitment and dedication to
Football Officiating at the Federation, Collegiate, and Professional Levels. Tom has a sincere passion for
training and developing football officials to becoming the very best that they can be.

Several years ago, Tom organized weekly training sessions for football officials from Washington, DC,
Maryland, and Northern Virginia. The primary focus of the sessions is to train and develop football officials
so that they are highly qualified and well prepared. The sessions are held on the campus of Howard
University (Washington, DC) and consist of rules/mechanics discussions, video review, and scrimmages.
Members have the advantage of receiving regular instructions and assessments from some of the top
resources within all levels of officiating.
Many of the officials attending the sessions have progressed with
successful careers in the NCAA and NFL.

In alignment with his focus of training and developing officials, Tom conducted the
1st Annual Tom
Beard's Football Officials Clinic (TBFOC) on March 29, 2008. The Clinic's agenda included group
sessions, position breakout meetings, and a scrimmage. A highly-renowned group of Collegiate and NFL
officials and supervisors were carefully selected to facilitate the Clinic's sessions.  Please

Your generosity and out pouring of love and support has made this difficult time more bearable for all of us. Acknowledgment. . .

THE TBFOC Staff would also like to acknowledge and thank all who expressed condolences and offers of helping hands in support of our endeavors in continuing Tom’s legacy of football officiating excellence and community activism.

Many of you may not know Tom unofficially formed the Tom Beard Football Officials Clinic (TBFOC) in December of 2007 less than four months before the first ever TBFOC Clinic in March 2008. This endeavor was the newest challenge in a life long pursuit to overcome long odds and formalize potential where others saw improbability! Much like President-elect Obama is Tom was the epitome of ‘Change We Can Believe In’. While clinic preparations were on-going so was the formal formation of the non-profit organization TBFOC, Inc. This project for completed in the summer of 2008 with the signing of corporate papers, issuance of Corporate By-laws, and election of officers. While much remains to be done, much has been accomplished.

2009 clinic preparations are well under way and we look forward to seeing many of you back in Washington, DC March 27 and 28th at the 2nd Annual TBFOC. Please know Tom read and reviewed personally all clinic evaluations and took your observations of our performance (good and bad) as a challenge to get better much like he challenged us to get better in our pursuit of becoming better football officials. You can expect clinic costs and other details to be announced on our web-site and through another e-mail shortly.

In support of Tom’s community activism, a scholarship fund is being formed in his honor. While the TBFOC is a non-profit entity it has not been designated as a tax exempt organization (IRS paperwork is being filed). For those wishing to make a donation to this scholarship fund checks or money orders payable to the TBFOC can be sent to:

We are accepting donations and will announce additional details about this scholarship fund as they become available. The Cancer Research Foundation was also to be a recipient of donations in lieu of flowers. As was said often at his memorial service, Tom’s hand was often extended, however rarely was it extended to accept anything other than greetings, even in difficult economic times! Please honor his memory in supporting these worthwhile efforts. Please continue to pray for the family and the TBFOC as we all continue to mourn the loss of a family member, founder, and friend.
