PLAY:
A 2nd & 5 on the B 12. QB A 12 is roughed after throwing a pass for a
touchdown. After the play A 12 is blocked from behind well after the whistle. A
takes the RPS penalty on the try and the DBPF on the succeeding kickoff.
On the successful kick try there are offsetting fouls and the down is replayed.
On the re-try A kicks a successful 1 point field goal and the kicker is
roughed. A elects to have the penalty enforced on the succeeding kickoff.
The kicker is injured on the play and is down for a considerable time before
play resumes. On the kickoff the officials enforce the 15 yard roughing foul
but neglect to enforce the carry over RPS penalty. The kickoff is returned for
a touchdown by B 22. After the play the A coach wants the free kick replayed
from the B 40. Reviewable?
