RULING:

B's fumble put the ball into the end zone, where it became dead assuming
B33 did not make it out of the end zone. The result of the play is therefore a
safety. B would free kick from the b20, and the clock would start when the
ball is legally touched or advanced into the field of play. A could, but most
likely would not, accept the penalty for clipping, which would be enforced
from the spot of the foul because it is behind the end of B4's run. That would
make it 1st and 10 for B from the b1/4. It that scenario, the clock would start
on the snap. Either way, the play clock goes to 25.
