RULING:

A4 is guilty of voluntarily going out of bounds and returning as well as
illegal touching. B has the option of enforcing A's foul 5 yards from the
previous spot, making it 4th and 12 from the b42, or taking the ball at the
spot of illegal touching, making it 1st and 10 for B at the b8 (assuming
that is where the illegal touching occurred.) In either scenario, the clock
starts on the snap and the play clock is reset to 25. Note that B cannot
tack on the foul to the spot of illegal touching. In order to get the spot
of illegal touching, B has to decline the foul.
