RULING:

Invalid signal by B31 because the ball hit the ground. The contact by A28 is
also legal because A can block once it is eligible to touch the ball. In
this case, the ball hit the ground and traveled 10 yards, so A is eligible
to touch the ball and able to legally block. The officials should have blown
the play dead once A28 recovered the ball, as A can never advance a free
kick. 1st and 10 for A from the a46. Clock starts on the snap; play clock is
set to 25.
