RULING:

The forward handing is legal, as it is to an eligible receiver. The clock
should have stopped for the chains, but the play clock should have reset to
40 as soon as the ball was ruled dead. A11's spike is a legal attempt to
conserve time. 2nd and 10 for A from the b18. Clock starts on the snap, and
the play clock is reset to 40 as soon as the pass is ruled incomplete.
