PLAY:

Tailback A34 is running to his right on a sweep play, when B55 grabs him
from behind on the collar of the shoulder pads and is pulling him down. As
A34 is being pulled down to the ground, B34 legally hits A34 causing him to
fumble the ball (he has yet to hit the ground, but is close), and if B34 had not
made that hit he would have been pulled to the ground (B55 recovers the
fumble).

Would this be flagged under the new 'horse collar' ruling? If B34 had not
come in and made that hit, A34 would have been pulled to the ground by B55
