RULING:

There are two fouls on the play. B31 gave a fair catch signal and
subsequently blocked. That is a 15 yard PSK foul. B42 illegally advanced the
ball. That is a dead ball, 5 yard DOG. Enforcing both fouls will make it
1st and 10 for B from the b20. Clock starts on the snap; play clock is set
to 25.
