RULING:

A55 illegally touched the ball. If a B player was in position to make a catch,
then A55 would be guilty of interfering with the opportunity to catch a kick. If
A21 clearly established himself as a kicker, then B63 would be guilty of
running into the kicker. Here are the various possibilities:

1. If there is interference with the opportunity to catch a kick and there is no
running into the kicker, B will get the ball ½ the distance to the goal from the
a28, which is the a14, for one untimed down.

2. If there is interference AND running into the kicker, penalties offset. Extend
the period for one untimed down.

3. If there is no interference, but there is running into the kicker, A will likely
decline the penalty and send the game into overtime.

4. If there are no fouls, the game goes to overtime.
