RULING:

The ball was fumbled beyond the LOS  and recovered behind the
LOS. The foul occurred during the second run which started behind the LOS
and  ended behind the LOS. There can only be one run  behind the line of
scrimmage. The first run  is "folded into" the second run. Since the run ended
behind the LOS  the penalty is enforced from the previous spot. A 1st & 10
on the A 18.
