RULING:

A 4th & 8 at the A 19. Clock starts on snap (scrimmage kick). B 45's bat of
the kick in flight is a foul (9-4-1-c). B 45's bat does not, however, change the
impetus (8-7-2-b-1). The result of the play would be a safety. A's only choice
is to accept the 15 yard penalty from the previous spot and replay the down.
