RULING:

Because the pass is not high and deep, B41 is guilty of DPI. A will decline
the penalty for the low block and accept the penalty for the DPI. DPI will
be a spot foul in this case, making it 1st and 10 for A at the b29. Clock
starts on the snap due to the interception, and the play clock is set to 25.
