RULING:
The new definition of chop block is any combination of a high-low block; it
doesn't matter who does it or when. This is a chop block behind the line of
scrimmage, so enforce 15 yards from the previous spot. 2nd and 21 on b41.
Clock starts on ready; play clock set to 25.
