RULING:

The penalty may only be administered on the try since there will be no
succeeding kickoff. The try,however, will not be attempted since the result of
the try will not affect the outcome of the game (3-2-3-a) The period may not
be extended for an un-timed down (3-2-3-exception.) The foul will not be
enforced in  this situation.
