RULING:
Because A66 flinched, B43s offside is a dead ball foul, which is why the try was replayed. If A accepted, the enforcement would have been ½ the distance to the goal line. I would consider B28s spitting as fighting, which is a live ball foul treated as a dead ball, and B28 is ejected. A78 is guilty of illegal formation. Because we have a live ball foul treated as a dead ball foul and a live ball foul, the penalties do not offset. A has the option of enforcing the USL on the try or on the succeeding kickoff or succeeding spot in overtime. Illegal formation is enforced on the try.
If A chooses enforcement of USL on the try, first march A back 5 yards for the illegal formation, then march ½ the distance to the goal for the USL. The end result is A will attempt a try from the b4. If A chooses enforcement on the kickoff, then A will attempt the try from the b8 and will kickoff from the a45.
