RULING:
Because the ball was in player possession beyond the line of scrimmage, this
is an illegal forward pass. There can be no penalty for ineligible downfield
because a legal forward pass was not thrown. Penalize both the illegal
forward pass and the USL. The illegal forward pass is penalized 5 yards from
the spot of the foul, which was the b18, and a loss of down. Then penalize
15 for the USL. It will be 4th and 29 from the b38. Clock starts on the
snap due to the apparent touchdown, and the play clock is set to 25.
