RULING:

The back judge should throw his hat when he sees A83 step on the end line.
Illegal touching by A83. If B accepts the penalty, it is a loss of down at
the previous spot, making it 4th and 5 at the b15 with the clock starting on
the snap and the play clock set to 25. If B declines penalty it's a safety (not
touchback) and 2 points for A.
