RULING:

The referee has the discretion to award an equitable penalty, including a
score. If A would likely have scored without the illegal interference, award
a score. Otherwise, penalize 15 yards from the end of the run. It is a live
ball foul treated as a dead ball foul, however the referee should deem it
equitable to give A one untimed down. Play clock is set to 25 for the try or
the untimed down.
